Brightening cream and serum manufacturing

Brightening is one of the largest skincare categories across Southeast Asia, and one of the easiest to get into legal trouble with. We make the products, and we will also tell you plainly what your label and your advertising are allowed to say — before you print anything.

First, the language

This matters more than most brands realise, and it is cheaper to get right at the start than to fix after a print run.

PointWhat it means for your brand
"Brightening" is not "whitening"We describe these products as brightening — improving the appearance of dullness and evenness of tone. We do not describe them as making skin white, and we will not put that on a label for you. It is both a legal exposure and, increasingly, a commercial one.
A cosmetic may not claim to treatA cosmetic works on the appearance of the skin. Claiming it treats or cures a condition moves the product into a different regulatory category with a completely different approval process.
Containing an ingredient is not a claimHaving a well-known active in the formula does not entitle you to promise a specific result. The claim and the ingredient are regulated separately.
Before-and-after imagery is regulated tooAdvertising rules cover images and testimonials, not just text. Photographs implying a result you are not permitted to claim carry the same exposure as writing it.
Rules vary by marketWhat is permitted in Thailand may not be permitted where you are exporting to, and vice versa. Tell us the destination market before we develop the formula or the artwork.

We are a manufacturer, not your legal adviser. We will tell you what we know and what we will not print, and for a market you are unfamiliar with you should take local regulatory advice as well.

What we make

Brightening products across the range

  • Facial brightening creams — day and night moisturisers built around brightening actives.
  • Brightening serums — higher active concentration in a lighter texture, usually the premium item in a range.
  • Body brightening lotions — a large volume category, particularly for underarm, elbow and knee products.
  • Spot and targeted treatments — for uneven tone in specific areas.
  • Sachet formats — the same formulas in single-use portions for sampling and for market testing. Sachet manufacturing →

About the actives

Brightening actives are the most tightly regulated part of this category, and the rules are not the same everywhere.

Permitted lists differ by country

Some brightening ingredients are permitted in one market, restricted to a maximum concentration in another, and prohibited in a third. This is the single biggest reason we ask for your destination market before development starts — it can invalidate an entire formula.

Stability is a real constraint

Several of the best-known brightening actives are unstable in light or air, or degrade over time. That constrains your packaging choice and your realistic shelf life. It is a formula decision and a packaging decision at the same time.

Concentration drives cost and effect

A recognisable active at a token concentration adds to your bill and little else. Decide whether it is there to do a job or to appear on the label, and price the product accordingly.

Sun protection is part of the story

Any product addressing uneven tone works alongside sun protection. Many brands pair a brightening product with a sunscreen for this reason. Sunscreen manufacturing →

How we work on this category

Market first

Which country the product will be sold in, because it determines which actives are even available to you.

Formula

Start from a tested base and adjust, or develop from scratch. Sampling until you approve.

Claims review

We go through your intended label and marketing copy and flag what will not stand up.

Notification

Thai FDA notification for the Thai market, or your destination market's own process.

Production

About 7–14 days for a stock formula, from confirmed spec and payment.

Questions about brightening products

Can you put "whitening" on my label?
No. We describe these products as brightening, referring to the appearance of dullness and unevenness of tone. Beyond the legal exposure, "whitening" is a claim that is increasingly poorly received in a number of markets. If you want a supplier who will print anything you ask for, we are not it.
Can you guarantee a result in a set number of days?
No, and neither can anyone else honestly. Results vary between individuals, and a specific promise of a specific result within a specific time is exactly the kind of claim regulators act on.
Can I use a specific active I have seen elsewhere?
Tell us the ingredient and the destination market and we will tell you whether it is permitted there, at what concentration, and whether it is workable in the texture you want. Sometimes the answer is no, and it is much cheaper to hear that before development than after.
Will you review my marketing copy?
We will go through your label and advertising text and flag anything we believe crosses the line under Thai rules, as part of the project. For markets we do not know well, take local regulatory advice too — our review is a manufacturer's experience, not a legal opinion.
